Expressed powers of the congress refers to those duties of the congress which are expressly written in the constitution. One of these powers is the ability to impose and collect taxes and duties. Collection of taxes and duties is very important because it is the revenues that are realized from taxes and duties that the government use to care of most of its projects. Without this payment, the government will be financially paralyzed.
