I believe the correct answer is Aristotle.
Aristotle was an ancient Greek philosopher who was very much interested in politics. This is why he wrote his famous word "The Politics," where he compared different types of "constitutions," according to two criteria - the number of rulers and whether their regime was good or corrupt.
