I'm assuming you mean he fills 1/3 in 16 minutes
to find how long it takes to for him to fill the bottle, multiply 16 by 3: 48
It will take 48 minutes to fill the bottle

if it takes 1/16 to fill 1/3 of a water bottle then 1/16 × 3 equals 3/16, 60 ( because 60 seconds in a water bottle) ÷ 16 = 3.75. So 1/16 of a minute is 3.75 seconds. 3.75 × 3= 11.25. So it take 11.25 second or 3/16 of a minute to fill a water bottle
